Requires High School Diploma or equivalent AND 12 years of experience to include Tier 1 ERP (SAP preferred)  / Bachelor's degree in Business Admin. or related field; AND 6+ years of experience  to include Tier 1 ERP (SAP preferred) / Equivalent combination of education and experience. 

This Buyer is responsible for purchasing and sourcing metal fabricated parts.  Reading blueprints and analyzing them for complexity and cost is critical.  Assessing machine shops to determine if they can meet our cost, quality and delivery schedules. As this is a senior level role, this buyer will be responsible for creating and editing procedures.

SCOPE:

This Buyer is responsible for purchasing and sourcing metal fabricated parts.  Reading blueprints and analyzing them for complexity and cost is critical.  Assessing machine shops to determine if they can meet our cost, quality and delivery schedules. As this is a senior level role, this buyer will be responsible for creating and editing procedures.

The Buyer performs various planning and purchasing assignments requiring professional judgment and ingenuity. Is responsible for the procurement of materials necessary for the operation of Mizuho OSI business. Resolves problems with incorrect product or delayed shipments. May award contracts up to limits of assigned responsibility. Responsible for carrying out broad assignments involving the planning and purchasing of important items, requiring extensive or specialized knowledge and experience. Develops sources of supply as necessary to ensure the quality and availability of products/services at the lowest possible total cost. Negotiates contracts where losses occurring through errors in judgment would involve a large dollar amount. At a more senior level, may provide work leadership and train lower level Buyers and agents.

Duties:

ESSENTIAL JOB FUNCTIONS:

  • Understand, support and follow the Corporate Vision, Mission & Values Statements.
  • Support company goals and objectives.
  • Understand, follow and support Mizuho OSI's internal Quality System policies, procedures and work instructions including but not limited to applicable external regulations (21 Code of Federal Regulations Part 820 Quality System Regulations and applicable International Standards)
  • Perform the planning and purchasing of raw materials, components, machinery, equipment, tools, parts, outside processing and other supplies and services as necessary for operation of organization.
  • Identify opportunities to improve company policies and procedures regarding strategic and tactical purchasing activities. Develop proposals, present justifications, and implement changes to pursue these opportunities.
  • Review material requisition requests for completeness and proper signature authority. Validate and/or recommend appropriate vendor selection and negotiate most favorable terms for Mizuho OSI.
  • Obtain quotations and examine bids. Check requisitions, contact vendors, and initiate contracts.
  • Prepare, review, approve at authorized levels and issue purchase orders or change-orders to suppliers and negotiate contracts within budgetary limitations and with management oversight. Obtain appropriate approval signatures as required.
  • Perform all the purchasing activities in the Tier 1 ERP system, and ensure accuracy of information being entered.
  • Analyze the Material Requirements Planning (MRP) and delivery conditions in order to determine present and future material requirements.
  • Negotiate, schedule and maintain deliveries in support of MRP requirements based on the established ABC value distribution purchasing model.
  • Establish KanBan agreements where appropriate to minimize inventory levels and purchase order management activities. Maintain appropriate minimum and delivery quantities for KanBan items based on MRP.
  • Manage assigned suppliers in terms of delivery and quality performance. Coordinate cross functional efforts/initiatives to improve supplier performance against these metrics as well as cost reduction activities.
  • Arrange for the disposal (return-to-vendor, rework, and/or scrapping) of inactive and obsolete part numbers.
  • Review and ensure timely fulfillment of Technical and Customer Service MRP requirements.
  • Attend Material Review Board (MRB) meetings for "Defective Material Form" (DMF) review of rejected part numbers to determine related error ownership including requesting a formal supplier corrective action plan. Ensure proper and timely processing of vendor returns/repairs/scrap.
  • Approve invoices for payment when necessary.
  • Other duties as assigned by the Manager.

Duties are performed while sitting at a desk for long periods of time utilizing standard office equipment such as computer, photocopies and telephone. Required duties include operating a computer, reading, writing and using a telephone. Walking or standing within the office and production areas is required to follow the progress of products, attend meetings, and for the operation of office equipment. Bending, stooping and kneeling occasionally may be required. The employee may be required to lift up to 25 pounds. Specific vision requirements are near vision.

Job duties are performed in an office/production environment utilizing standard office equipment such as a computer, photocopier, and telephone. The noise level in the work environment is usually low to moderate.

Within the Production area the employee may be exposed to sharp objects, small tools, hot objects, adhesives, UV light, various testing equipment, isopropyl alcohol, soldering equipment, hi-pot testers and other electrical test equipment, etc. The noise level in the work environment is usually moderate to high. The temperature in the production area will vary dependent upon the temperature outside.

Qualifications:

KNOWLEDGE, SKILLS AND ABILITIES:

  • Excellent skills, knowledge and abilities working within a global supply chain management environment.
  • Ability to achieve supplier management requirements in price, delivery and quality of materials.
  • Commodity background in foam, paper products, sheet metal, machining, injection molding, casting or electronics.
  • Strong interpersonal and excellent communication skills, including written, verbal and presentation skills.
  • Ability to handle multiple projects concurrently.
  • Able to research and develop new vendor relationships.
  • A demonstrated background in high volume and low margin manufacturing.
  • A demonstrated background in Demand-Pull Kan-Ban cart manufacturing is a plus.
  • Strong work experience using the SAP MRP systems for procurement/logistics.
  • Experience with MS Office (Word, Excel). Able to create documents for management review of critical information.
  • Ability to communicate with employees and other business and potential business contacts in a courteous and professional manner.
  • Demonstrated knowledge of Tier 1 MRP functions and applications, ABC modeling techniques, and inventory control systems.
  • Must have strong attention to detail.

SPECIFIC REQUIREMENTS - LEVEL 4 

Knowledge Level: Applies advanced or specialized knowledge of extremely complex Operations concepts and practices and an in-depth understanding of product or systems fundamentals. 

Technical Proficiency: Directly contributes to the development of new concepts and planning methods.  Determines methodology and changes based on trended data to provide solutions.

Nature of Work: Performs extremely complex or specialized assignments usually in the nature of projects, requiring working independently.  Assignments require considerable judgment, high degree of initiative, creative approaches in troubleshooting, and making recommendations for continuous quality improvement of work methods for functional area.

Problem Solving /  Analysis: Troubleshoots and solves highly complex problems requiring extensive interpretation of procedures and practices.  Serves as a mentor to other Planners in troubleshooting techniques.   Utilizes ingenuity, creativity and a high degree of independent action and initiative.

Data Collection/ Reporting: Modifies MSP processes and documents based on specific results and predictable trends.  Reports progress/results.  Presents plans to management.  Prepares final written reports for operations studies and documents on advanced subjects.

Planning/Organizing: Plans and organizes project assignments of substantial variety and complexity.  Initiates or maintains schedule for projects and project milestones.  Establishes priorities of individual or project assignments.

Supervision: Minimal supervision. Receives instruction in the form of objectives to be completed within extensive technical expertise.  May provide guidance to other Buyers or Analysts as necessary.

Communication: Communicates as a specialist and/or team leader to provide leadership within the section or group.  Initiates interaction with technical resources and internal customers to resolve conflicts. Facilitates meetings and training sessions for all levels of   employees, including engineers, in area procedures and processes.
